He presented renderings of the proposed EMS <br />facility, pointing out the fact the facility is designed for <br />expansion. <br /> <br />Motion was made by Councilperson Waters to authorize staff to <br />instruct the architect to prepare bid specifications for the <br />proposed EMS facility. Second by Councilperson Lloyd. The <br />motion carried 8 ayes and 0 nays. <br /> <br />Ayes: <br /> <br />Nays: <br /> <br />Councilpersons Waters, Lloyd, Matuszak, Porter, <br />Shipp, Skelton, Clarke and Mayor Malone. <br />None. <br /> <br />14. Council considered authorizing the City Manager to enter into <br />a professional agreement to update the City's Water and Sewer <br />Financial Plan. <br /> <br />Mr. Herrera made a brief presentation pointing out the need <br />for this agreement to be authorized. The financial plan will <br />help staff to assess the City's short-term and long-term <br />financial liabilities and assets. <br /> <br />Motion was made by Councilperson Skelton to authorize the <br />City Manager to enter into a professional agreement to update <br />the City's Water and Sewer Financial Plan. Second by <br />Councilperson Porter. The motion carried 8 ayes and 0 nays. <br /> <br />Ayes: <br /> <br />Councilpersons Waters, Lloyd, Matuszak, Porter, <br />Shipp, Skelton, Clarke and Mayor Malone. <br />None. <br /> <br />Nays: <br /> <br />At this time, the following citizens addressed Council: <br /> <br />A. Charles Young, 214 Reynolds, La Porte, Texas, addressed <br />the Mayor and Council in regards to the workshop item <br />reviewing the proposed animal ordinance. <br />
