Minutes, Regular Meeting, La Porte City Council <br />February 12, 1990, Page 2 <br />announced that they will give the Program $200.00 per month <br />to aid in the Seniors' programs. <br />At this time, Fire Chief Joe Sease introduced Chris Osten, new <br />EMS Chief. <br />6. The Mayor proclaimed Heart Month,; Black History Month, <br />American History Month, and La Porte Night at the Houston <br />Livestock Show and Rodeo. <br />7. The following citizens addressed Council: Emerson Willis, <br />speaking in favor of a smoking ordinance; Jimmie Ray <br />Spradling, speaking in favor of a smoking ordinance; Ann <br />Trask, addressing a problem with dirt bikes using the Exxon <br />pipeline corridor along Old Hickory; Lou Lawler, asking that <br />another "Clean Up -Green Up" be held; Gladys Roth, addressing <br />the smoking ordinance and asking that Council meet with the <br />Chamber of Commerce Board of Directors for their input. <br />8. Dale Conger, representative of Espey Huston, addressed Council <br />and presented a preliminary engineering report regarding the <br />East La Porte relief sewer project. <br />9. Council considered an ordinance calling the regular annual <br />election and calling a charter amendment election. <br />The City Attorney read: ORDINANCE 1676 - AN ORDINANCE CALLING <br />THE REGULAR ANNUAL ELECTION OF THE CITY OF LA PORTE; CALLING <br />A RUN-OFF ELECTION, IF NECESSARY; CALLING A CHARTER AMENDMENT <br />ELECTION; DESIGNATING ELECTION PRECINCTS AND POLLING PLACES; <br />PROVIDING FOR THE USE OF VOTING MACHINES; APPOINTING ELECTION <br />OFFICIALS; PROVIDING FOR METHOD AND DATES OF ABSENTEE VOTING; <br />PROVIDING FOR AN ABSENTEE BALLOT BOARD; PROVIDING FOR RETURN <br />AND CANVASS OF VOTES OF SAID ELECTION; PROVIDING FOR NOTICE; <br />PROVIDING FOR FILING DEADLINE AND FILING FEES FOR CANDIDATES; <br />PROVIDING A SAVINGS CLAUSE; FINDING COMPLIANCE WITH THE OPEN <br />MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. <br />Motion was made by Councilperson Skelton to adopt Ordinance <br />1676 as read by the City Attorney. Second by Councilperson <br />Cooper. The motion carried, 9 ayes and 0 nays. <br />Ayes: Councilpersons Waters, Cooper, Matuszak, McLaughlin, <br />Porter, Gay, Skelton, Clarke and Mayor Malone <br />Nays: None <br />10. Council considered an ordinance approving a construction cost <br />increase for Underwood Road to include additional drainage <br />area. <br />
