Minutes, Regular Meeting, La Porte City Council February 12, 1990, Page 2 announced that they will give the Program $200.00 per month to aid in the Seniors' programs. At this time, Fire Chief Joe Sease introduced Chris Osten, new EMS Chief. 6. The Mayor proclaimed Heart Month,; Black History Month, American History Month, and La Porte Night at the Houston Livestock Show and Rodeo. 7. The following citizens addressed Council: Emerson Willis, speaking in favor of a smoking ordinance; Jimmie Ray Spradling, speaking in favor of a smoking ordinance; Ann Trask, addressing a problem with dirt bikes using the Exxon pipeline corridor along Old Hickory; Lou Lawler, asking that another "Clean Up -Green Up" be held; Gladys Roth, addressing the smoking ordinance and asking that Council meet with the Chamber of Commerce Board of Directors for their input. 8. Dale Conger, representative of Espey Huston, addressed Council and presented a preliminary engineering report regarding the East La Porte relief sewer project. 9. Council considered an ordinance calling the regular annual election and calling a charter amendment election. The City Attorney read: ORDINANCE 1676 - AN ORDINANCE CALLING THE REGULAR ANNUAL ELECTION OF THE CITY OF LA PORTE; CALLING A RUN-OFF ELECTION, IF NECESSARY; CALLING A CHARTER AMENDMENT ELECTION; DESIGNATING ELECTION PRECINCTS AND POLLING PLACES; PROVIDING FOR THE USE OF VOTING MACHINES; APPOINTING ELECTION OFFICIALS; PROVIDING FOR METHOD AND DATES OF ABSENTEE VOTING; PROVIDING FOR AN ABSENTEE BALLOT BOARD; PROVIDING FOR RETURN AND CANVASS OF VOTES OF SAID ELECTION; PROVIDING FOR NOTICE; PROVIDING FOR FILING DEADLINE AND FILING FEES FOR CANDIDATES; PROVIDING A SAVINGS CLAUSE; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. Motion was made by Councilperson Skelton to adopt Ordinance 1676 as read by the City Attorney. Second by Councilperson Cooper. The motion carried, 9 ayes and 0 nays. Ayes: Councilpersons Waters, Cooper, Matuszak, McLaughlin, Porter, Gay, Skelton, Clarke and Mayor Malone Nays: None 10. Council considered an ordinance approving a construction cost increase for Underwood Road to include additional drainage area.
