Second by Councilperson Cooper. The motion carried, 9 ayes and 0 nays. Ayes: Councilpersons Waters, Cooper, Matuszak, McLaughlin, Porter, Gay, Skelton, Clarke and Mayor Malone Nays: None 14. Council considered declaring an emergency and approve construction proposal of McKey Construction for relocation of a 12-inch water line. Motion was made by Councilperson Porter to declare and emergency and approve McKey Construction for relocation of a 12-inch water line, cost not to exceed $12,219.21, with the expenditure to be funded from the Utility Fund contingency account. Council considered authorizing the City Manager and the City Attorney to obtain studies and negotiate for purchase of the former bowling alley building on South Broadway Street. Motion was made by Councilperson Skelton to authorize the Cit Manager and the City Attorney to proceed with studies and negotiations for purchase of the former bowling alley building. Second by Councilperson Porter. The motion carried, 9 ayes and 0 nays. Ayes: Councilpersons Waters, Cooper, Matuszak, McLaughlin, Porter, Gay, Skelton, Clarke and Mayor Malone Nays: None 16. Council considered rejecting the bid for a pool cover and authorize rebidding. Motion was made by Councilperson Waters to reject the pool cover bid and approve rebidding. Second by Councilperson Cooper. The motion carried, 9 ayes and 0 nays. Ayes: Councilpersons Waters, Cooper, Matuszak, McLaughlin, Porter, Gay, Skelton, Clarke and Mayor Malone Nays: None
