<br />e <br /> <br />e <br /> <br />Minutes Regular Meeting <br />La Porte City Council <br />November 8, 1993, Page 2 <br /> <br />Ms. ZelIa Moss, 315 N. 2nd street #42, addressed Council <br />regarding the drug traffic on the Northside of La Porte. She <br />stated a fear for her children, family and others in the <br />community. Ms. Moss said she was speaking for all of the <br />citizens on the Northside and asking for Council assistance, <br />advice or suggestions for ways to curtail the problem. <br /> <br />Ms. Jo Redden, 11 Bay Harbor, spoke to Council regarding the <br />Li ttle Cedar Bayou Nature Trail. She referenced a letter from <br />Texas Parks and Wildlife Department sent to the City of La <br />Porte on November 3, 1993 regarding the cancellation of a <br />grant previously approved by Parks and wildlife Department in <br />January of this year. <br /> <br />Ms. Gail Guillot, 2101 Shirley Lane, addressed Council <br />regarding a summer school program in 1992 in conjunction with <br />the City where the City offered the Jennie Riley Civic Center <br />for this program as their was no monies available through the <br />School District for the program. The teachers volunteered <br />their time and the City donated the building. Ms. Guillot <br />stated approximately 50 children attended the program and <br />walked to the facility. She expressed her concern because of <br />the drug traffic in the vicinity of the Civic Center, the <br />concerns of the parents of children who attended classes there <br />this past summer, and who will be attending future classes. <br />Ms. Guillot asked Council to look into the problems and to <br />work with the police department to eliminate the problems. <br /> <br />Mr. William (Bill) Nelson, 11500 Northlake Drive, Cincinnati, <br />Ohio, Senior Attorney for Quantum Chemical Corporation <br />addressed Council regarding the Industrial District Agreement <br />and to consider a request by Quantum for tax relief. Mr. <br />Nelson stated Quantum Chemical is not making a profit and <br />management is seriously concerned about the future of the <br />company. Mr. Nelson stated as the largest tax payer to the <br />City of La Porte, Quantum is asking the Council to consider <br />two requests. One is a delay in the 3% increase through the <br />full seven year agreement. The second request is to extend <br />the 20% tax abatement for new construction for another five <br />years which would give Quantum the full seven years which was <br />the original intent. <br /> <br />Mr. Don Hamilton, Manager of Administr~tion at Quantum <br />Chemical Corporation, addressed Council stating their <br />corporation has been a part of the community since 1956 and <br />one of the bigger tax payers during that time period. He <br />stated Quantum has suffered some large losses over those <br />
