Minutes of Regular Meeting <br />La Porte City Council <br />February 27, 1995, Page 4 <br />Assistant City Attorney read: ORDINANCE NO. 95-2021 - AN <br />ORDINANCE APPROVING AND AUTHORIZING AN AGREEMENT BETWEEN THE <br />CITY OF LA PORTE AND THE TEXAS AIR NATIONAL GUARD FIRE <br />DEPARTMENT OF ELLINGTON AIR NATIONAL GUARD BASE, FOR MUTUAL <br />AID IN FIRE PROTECTION AND HAZARDOUS MATERIALS INCIDENT <br />RESPONSE; MAKING VARIOUS FINDINGS AND PROVISIONS RELATING TO <br />THE SUBJECT; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; <br />AND PROVIDING AN EFFECTIVE DATE HEREOF. <br />Motion was made by Councilperson Maxwell to approve Ordinance <br />95-2021 as read by the Assistant City Attorney. Second by <br />Councilperson Clarke. The motion carried, 8 ayes and 0 nays. <br />Ayes: Councilpersons Sutherland, Cooper, Thrower, <br />McLaughlin, Gay, Maxwell, Clarke and Mayor Malone <br />Nays: None <br />8. CONSIDER AN ORDINANCE APPROVING AND AUTHORIZING THE CITY <br />MANAGER TO ENTER INTO AN INTERLOCAL AGREEMENT WITH HARRIS- <br />GALVESTON COASTAL SUBSIDENCE DISTRICT (Ord. 95-2022) - S. <br />Gillett <br />Director of Public Works Steve Gillett reviewed summary and <br />recommendation regarding the request. He reported this <br />interlocal agreement involves the Harris -Galveston Subsidence <br />District's water conservation program through fifth -grade <br />elementary schools. The program encourages education on water <br />conservation and energy efficiency and costs $28.00 per <br />student. For every student we sponsor the Subsidence District <br />gives the City of La Porte credit for 184,000 gallons of <br />"ground water". The City currently pumps approximately 10% of <br />our water usage from ground water. The funding for this <br />project will be discussed each year through the budget <br />process. <br />Assistant City Attorney read: ORDINANCE NO. 95-2022 - AN <br />ORDINANCE APPROVING AND AUTHORIZING AN INTERLOCAL AGREEMENT <br />BETWEEN THE CITY OF LA PORTE AND THE HARRIS-GALVESTON COASTAL <br />SUBSIDENCE DISTRICT, FOR PARTICIPATION IN THE DISTRICT'S <br />"LEARNING TO BE WATER WISE AND ENERGY EFFICIENT" PROGRAM; <br />APPROPRIATING NOT TO EXCEED $9,324.00 TO FUND SAID CONTRACT; <br />MAKING VARIOUS FINDINGS AND PROVISIONS RELATING TO THE <br />SUBJECT; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND <br />PROVIDING AN EFFECTIVE DATE HEREOF. <br />Motion was made by Councilperson Clarke to approve Ordinance <br />95-2022. Second by Councilperson Maxwell. The motion <br />carried, 8 ayes and 0 nays. <br />
