Bill White presented the 1998 American Legion Post 428 La Porte High School <br />Representatives for the Boys' State and Girls' State. The following young men and <br />women were in attendance at the Council Meeting: Stephen Boysen, Bronco Garcia, <br />Michael Mosley, Freddie Palomarez, Anthony Alvarado, Natalie Mills, Vikki Hutto, <br />and Claire Kondas. <br /> <br />6. Open Public Hearing - Mayor Malone opened the public hearing at 6:17 P.M. <br /> <br />Review By Staff - Assistant City Manager Jeff Litchfield and Director of <br />Administrative Services Louis Rigby presented for review and discussion the adoption <br />of a 20-year retirement provision with Texas Municipal Retirement System. <br /> <br />Public Input -None. <br /> <br />Recommendation of Staff - Staff recommends City Council consider approving the <br />adoption of a 20-year retirement with Texas Municipal Retirement System. <br /> <br />Close Public Hearing - Mayor Malone closed the Public Hearing at 6:27 P.M. <br /> <br />7. Council considered approving Ordinance 99-2309 for the adoption of a 20-year <br />retirement through Texas Municipal Retirement System. <br /> <br />Assistant City Manager Jeff Litchfield and Director of Administrative Services Louis <br />Rigby presented summary and answered City Council questions. <br /> <br />City Attorney read: ORDINANCE 99-2309 - CONSIDER APPROVAL OR OTHER <br />ACTION REGARDING ON ORDINANCE AFFECTING PARTICIPATION OF <br />CITY EMPLOYEES IN THE TEXAS MUNICIPAL RETIREMENT SYSTEM <br />GRANTING THE ADDITIONAL RIGHTS AUTHORIZED BY SECTION <br />854.202(G) OF TITLE 8, TEXAS GOVERNMENT CODE AS AMENDED. <br /> <br />Motion was made bv Councilperson Gav to approve the Ordinance as presented bv Mr. <br />Litchfield and Mr. Rigbv. Second by Councilperson Engelken. The motion carried <br />unanimously. <br /> <br />Ayes: Sutherland, Engelken, Ebow, Griffiths, Porter, Gay, Young, Clarke and Mayor <br />Malone. <br />Nays: None <br />Abstain: None <br /> <br />8. Council considered approving a resolution to endorse guiding principles for cleaner air <br />for the Houston-Galveston region. <br /> <br />City Manager Robert T. Herrera presented summary and recommendations. <br /> <br />City Attorney read: RESOLUTION 99-19 - A RESOLUTION ENDORSING <br />GUIDING PRINCIPLES FOR CLEANER AIR FOR THE HOUSTON-GAL VESTION <br />REGION <br />
