Addressed <br />City Council about the Bayport Channel Container Facility. He provided council with a <br />handout and overview of what residents know about this subject and the concerns of <br />Bay Colony Citizens. Mr. Suber pointed out that Bay Colony Citizens have concerns <br />regarding this container facility. <br /> <br />5. Open Public Hearing - Mayor Malone opened the Public Hearing at 6: 15 PM. <br /> <br />Review by staff - Assistant City Manager John Joerns presented summary and <br />recommendation regarding the creation of reinvestment zone number one. Mr. Joerns <br />introduced a handout as part of the public record to the May 24, 1999 Public Hearing on <br />the creation of tax increment reinvestment zone number one, City of La Porte, Texas. <br /> <br />Public input - 6:35 PM <br /> <br />Decker McKim - Representing the owners of blocks 1132 & 1149 (Dan <br />Connely block 1132 and Dorothy May Cook block 1149) requested Council <br />consider adding these blocks to the zone. <br />David Webb - LPISD, requested the 13.8 acre site at Sens and North D be <br />added to the zone. LPISD supports the zone. <br />Eddie Grav - South 16m Street - requested his 3 1h acres be included in the <br />zone and noted he supports the TIRZ as presented. <br />Soero Pomonis - Advised City Council he is against the TIRZ. He informed <br />Council he will see that a petition is passed for a vote from the public if this <br />passes tonight and he will force a referendum. <br /> <br />Recommendation of staff - Mr. Joerns recommended the city proceed with the Tax. <br />Increment Reinvestment Zone number one, <br /> <br />Close public hearing - Mayor Malone closed the Public Hearing at 6:43 PM. <br /> <br />6. Council considered approving an ordinance approving the creation of reinvestment zone <br />number one City of La Porte. <br /> <br />Assistant City Manager John Joems presented summary and recommendation. <br /> <br />City Attorney read: ORDINANCE 99-2325 - AN ORDINANCE DESIGNATING A <br />CONTIGUOUS GEOGRAPlllC AREA WITIllN CITY OF LA PORTE AS <br />REINVESTMENT ZONE NUMBER ONE, CITY OF LA PORTE, TEXAS, FOR TAX <br />INCREMENT FINANCING PURPOSES PURSUANT TO CHAPTER 311 OF THE <br />TEXAS TAX CODE; CREATING A BOARD OF DIRECTORS FOR SUCH ZONE; <br />CONTAINING FINDINGS AND PROVISIONS RELATED TO THE FOREGOING <br />SUBJECT; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; <br />PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTNE <br />DATE HEREOF. <br /> <br />Motion was made by Councilperson Porter to approve the Ordinance as presented by Mr, <br />Joerns.
