Update <br />Response to Council Comments <br />December 15, 2000 <br />Page 3 <br />• All other arterial /collector streets north of P Street should be omitted to give <br />developers of these large tracts complete freedom in planning. <br />The depiction of these future arterial roadways is not intended to be the absolute <br />with regard to location. A future developer will still have freedom locating these <br />arterials and working them into a planned development. These future arterials <br />need to be a part of the Thoroughfare Plan so that existing and future staff, P&Z, <br />and Council will know what elements need to be considered when future <br />development proposals are submitted for review. If they are not shown on the <br />Thoroughfare Plan, then the sections of the Development Ordinance that are <br />designed to secure right-of-way and provide for Comprehensive Plan features no <br />longer work. <br />• Valleybrook extension to H Street could be used in place of the Farrington <br />extension since it would be much less attractive to through traffic. <br />Staff doesn't foresee any advantage to finishing Valleybrook to H Street as an <br />alternate to Farrington. We believe the same level of through traffic would use <br />either alternative. The Valleybrook extension would affect more residents and <br />houses since the section from Spencer Hwy. to the neighborhood park is highly <br />developed with numerous homes fronting the street with minimal front setbacks. <br />• A collector road to Bay Colony should be shown. <br />In a sense, Sunrise Rd. acts as a collector to Bay Colony and other <br />neighborhoods in the area. Traffic is collected on Sunrise, then moves to <br />Shoreacres Blvd. and then to South Broadway. <br />The roads in the bayfront communities that deliver traffic to South Broadway are <br />not shown due to the short lengths and small areas served. Collectors are <br />generally'/Z mile to 2 miles in length. <br />• The new collector streets to Little Cedar Bayou Park should be omitted due to <br />terrain problems. <br />The north-south roadway shown on the Plan is too close to 8"' Street to provide <br />any real benefit. 8`h Street already functions as a collector and provides <br />
