Barbous Cut La Porte, TX 77571 provided council with an <br />article published by the Bayshore Sun regarding small pollution caused by diesel trucks <br />and expressed his concerns regarding additional trucks in the area. <br /> <br />Marvin Summers - 5008 Lockwood Dr. Houston, TX 77026 provided council with a <br />street and alley closing request packet, and encouraged council to approve the request. <br /> <br />Councilperson Peter Griffiths arrived at 6: 1 0 PM. <br /> <br />5. PRESENTATIONS <br /> <br />Yvonne Stanley was presented with Employee of the Quarter for the 2nd Quarter of2001. <br />Chief Reff and Lieutenant Ron Parker presented Ms. Stanley with the award. <br /> <br />6. Council considered approving a resolution restricting the development of certain parcels <br />of land intended to be acquired by the City (or others) for drainage improvement <br />purposes. <br /> <br />Planning Director Doug Kneupper presented summary and recommendation and <br />answered Council's questions. <br /> <br />Assistant City Attorney read: RESOLUTION 2001- 06 - A RESOLUTION OF THE <br />CITY COUNCIL OF THE CITY OF LA PORTE, TEXAS, PLACING A <br />MORATORIUM ON THE ACCEPTANCE FOR FILING AND THE ISSUANCE OF <br />BUILDING PERMITS AND ALL OTHER DEVELOPMENT PERMITS FOR NEW <br />CONSTRUCTION IN THE AREA DESIGNATED FOR RIGHT -OF- WAY <br />ACQUISITION FOR HARRIS COUNTY FLOOD CONTROL PROJECT F216-00-00; <br />PROVIDING THAT SUCH MORATORIUM SHALL EXPIRE AFTER 180 DAYS OR <br />DISPOSITION OF RIGHT-OF-WAY ACQUISITION PROCEEDINGS, WHICHEVER <br />COMES FIRST; PROVIDING FOR SPECIAL EXCEPTIONS IN THE EVENT OF <br />HARDSHIP; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND <br />PROVIDING FOR AN EFFECTIVE DATE HEREOF. <br /> <br />Motion was made bv Councilperson Engelken to approve Resolution 2001- 06 as <br />presented by Mr. Kneupper. Second by Councilperson Sutherland. The motion carried. <br /> <br />Ayes: Sutherland, Engelken, Ebow, Griffiths, Warren, Clarke, Young, and Malone <br />Abstain: None <br /> <br />7. Council considered approving a resolution authorizing the acquisition of rights-of-way <br />for road right-of-way purposes, for the construction of Bay Area Boulevard. <br /> <br />Planning Director Doug Kneupper presented summary and recommendation and <br />answered Council's questions. <br />
