PRESENTATIONS/PROCLAMATIONS <br />Chief Richard Reff presented Officer Matthew Novosad with the Medal of Valor, and Officer Jeff <br />Tippit with the Medal of Merit <br />Director of Parks and Recreation Stephen Barr presented Employee of the Year Debra Dunham <br />with a plaque to represent the City's appreciation of her enthusiasm, creativity and dedication. <br />Mayor Malone presented the Shattered Dreams Proclamation to Paramedic II Jake Evans of <br />Emergency Management Services, along with some of the students involved in the project. <br />6. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND <br />TAXPAYTERS WISHING TO ADDRESS CITY COUNCIL <br />Congressman Chris Bell, whose district includes La Porte, informed the City of La Porte of the <br />tenseness in Washington D.C. due to an orange level of alert. The war on terrorism is being taken <br />very seriously; our area is circled as a potential terrorist threat. The federal government needs to <br />have a public policy on how to handle terrorist strikes against chemical plants and private entities, <br />and to assist in protecting them. Chris Bell has a new district office in Pasadena at 6307 Fairmont <br />Parkway, telephone number is 281-991-1300, with Lisa Hallford in charge of the office. <br />Congressman Bell and Congressman DeLay will be meeting regarding transportation and funding <br />for transportation. <br />George Watkins of 5221 Valley Brook, La Porte, Texas, announced there will be a Fourth of July <br />Parade again this year. Mr. Watkins asked City Council to have a float, challenging Deer Park <br />and other cities. <br />Bill Scott of 1802 Lomax School Road, La Porte, Texas, asked why his questions are never <br />answered. <br />7. Council considered approving an ordinance authorizing the Acting City Manager to execute a <br />contract with Water Tank Service Company for the Replacement of the Ground Storage Tank at <br />Water Well #4 in the amount of $99,091.00. Additionally, authorize a 5% contingency in the <br />amount of $4,955.00. <br />Director of Public Works Steve Gillett presented summary and recommendation and answered <br />Council's questions. <br />The Assistant City Attorney read: Ordinance 2003-2614 — AN ORDINANCE APPROVING <br />AND AUTHORIZING A CONTRACT BETWEEN THE CITY OF LA PORTE AND WATER <br />TANK SERVICE COMPANY, FOR THE REPLACEMENT OF GROUND STORAGE TANK <br />AT WATER PLANT #4, APPROPRIATING $99,091.00 PLUS A CONTINGENCY OF <br />$4,955.00, TO FUND SAID CONTRACT, MAKING VARIOUS FINDINGS AND <br />PROVISIONS RELATING TO THE SUBJECT, FINDING COMPLIANCE WITH THE OPEN <br />MEETINGS LAW, PROVIDING AN EFFECTIVE DATE HEREOF. <br />Motion was made by Councilmember Beasley to approve Ordinance 2003-2614 as presented by <br />Mr. Gillett.
