Council to consider approval of an ordinance authorizing and approving a Landscape Cost Sharing Agreement between the City of La Porte and the Texas Department of Transportation for three monument signage and landscape projects to be located on SH146 and SH225, respectively. Director of Parks and Recreation Stephen Barr presented summary and recommendation and answered Council's questions. Assistant City Attorney Clark Askins read: ORDINANCE 2004-2753 - AN ORDINANCE AUTHORIZING AND APPROVING A LANDSCAPE COST SHARING AGREEMENT BETWEEN THE CITY OF LA PORTE AND THE TEXAS DEPARTMENT OF TRANSPORTATION FOR THREE MONUMENT SIGNAGE AND LANDSCAPE PROJECTS TO BE LOCATED ON SH146 AND SH225 RESPECTIVELY; MAKING VARIOUS FINDINGS AND PROVISIONS RELATING TO THE SUBJECT; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; PROVIDING AN EFFECTIVE DATE HEREOF. Motion was made by Councilmember Engelken to approve Ordinance 2004-2753 as presented by Mr. Barr. Second by Councilmember Mosteit. Motion carried. Council to consider approving an ordinance authorizing the City Manager to enter into a contract for design services with Binkley & Barfield, Inc. for an amount not to exceed $131,234.00 to facilitate design. City staff recommends approval. Interim Director of Planning Nick Finan presented summary and recommendation and answered Council's questions. Assistant City Attorney Clark Askins read: ORDINANCE 2004-2754 - AN ORDINANCE APPROVING AND AUTHORIZING A CONTRACT BETWEEN THE CITY OF LA PORTE AND BINKLEY & BARFIELD, INe. FOR DESIGN PHASE SERVICES OF THE F216 REGIONAL DETENTION POND PROJECT; APPROPRIATING AN AMOUNT NOT TO EXCEED $131,234.00 TO FUND SAID CONTRACT; MAKING VARIOUS FINDINGS AND PROVISIONS RELATING TO THE SUBJECT; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; PROVIDING AN EFFECTIVE DATE HEREOF. Motion was made by Councilmember Moser approve Ordinance 2004-2754 as presented by Mr. Finan. Second by Councilmember Mosteit. Motion carried. Council to consider an exception from a Resolution to allow for filing and issuance of building permits for reconstruction of a storage shed and concrete driveway at 120 West A Street located within the Main Street District.
