Texas 77571 <br /> <br />Re: Scope of Professional Engineering Services for an Impact Analysis for <br />Proposed Sheet Flow Relief Structures, Projects # 1 through #12 of CWDS <br />City of La Porte, Texas <br />Klotz Project No. 0127.010.000 <br /> <br />Dear Mr. Bottoms: <br /> <br />As requested, submitted herein is a proposal for professional engineering services to prepare an <br />--- '-'-iinpacr aJiaIysisTor proposed Improvements to construct sheet flow reher-swales ani! storm-sewer <br />outfall improvements for project No.1 through No. 12. These services will be performed under <br />the attached Letter of Agreement for Consulting Services. <br /> <br />This proposal replaces all previously submitted proposals before the date ofthi8 letter for <br />services to evaluate impacts from Projects No. I through No. 12.. <br /> <br />UNDERSTANDING OF THE PROJECT <br /> <br />In a report entitled "City Wide Drainage Study" (CWDS) accepted by City Council in January <br />2009, Klotz Associates recommended construction of relief structures to address drainage issues <br />associated with sheet flow; twelve (12) locations were identified to receive these improvements <br />immediately if feasible. The twelve (12) projects identified in the report are for the construction <br />of sheet flow relief swales and/or improvements to storm sewer outfalJ pipes and inlets so sheet <br />flow in these areas can outfall into Harris Cotmty's (or the County) main stem streams that are <br />maintained by Harris Cotmty Flood Control District (HCFCD). Sheet flow collects in the low <br />lying areas that cause flooding to occur for events more frequent than the 1 OO-year storm event. <br />Floodwater from these areas cannot escape, resulting in repetitive losses for home owners 'who <br />are not in the IOO-year flood plain. Excess runoff is stored in the streets and cannot flow out <br />until the storm sewers empty or until ,vater floods homes. <br /> <br />All proposed development draining directly to County facilities require a review by the HCFCD <br />for impacts to flood waters. HCFCD is the local regulatory branch charged with Stonnwater <br />Management compliance for all projects draining to, or \\'1thin, Harris County main stem <br />
