As a participant in the National Flood Insurance Program (NFIP) proposed new <br />development and significant redevelopment draining to County drainage facilities, cannot result <br />in increased peak discharges and/or water surfaces elevations in receiving streams. Additional1y~ <br />such development cannot have impacts to floodplain limits due to fill for areas where the base <br />flood elevation (BFE) has been determined. Before acceptance of final design, the County <br />requires an impact study be submitted to HCFCD and HC Watershed Coordination for review <br />and acceptance of, and/or no objection to, the proposed project before permitting and <br />construction. <br /> <br />As part of our services, Klotz Associates will prepare an impact analysis report for submittal to <br />the HCFCD for review. This signed and sealed report wiii be submitted to HCFCD and v.>ill <br />describe the methods used to select sheet flow relief outfall locations and storm sewer <br />improvements for the tweLve (12) projects. The purpose of the study is to demonstrate that the <br />proposed improvements will have "no-impact" on receiving streams for stonn frequencies up to, <br />and including, the lOO-year rainfall event. Included in the report shall be calculations, maps, and <br />_ supporting dataprepared. hy..both parties. The ell}' may ref~enc.e. this report in submittals.teL _ . <br />Harris County Public Infrastructure Department (RCPill), Plan Review section for acceptance <br />and permitting purposes for the locations performed by City staff. <br /> <br />Coordination between the City of La Porte and Klotz Associates will be required and include <br />emails, meetings, and telephone conference calls as necessary through the completion of the <br />project. <br /> <br />On receipt of written notice-to-proceed, Klotz Associates will perform professional engineering <br />services for the City as listed under the Scope of Basic Services described herein and in <br />accordance with the Letter of Agreement for Consulting Services. <br /> <br />SCOPE OF BASIC SERVICES <br /> <br />A. Proiect Planning and Initiation <br /> <br />I. Develop Project Plan, kickoff, resource allocation & schedule. <br />2. Meet \\1th both the City and HCFCD, <br />3. City will provide geometric data, cut & ftll quantities, and other design information <br />for projects perfonned by City staff. <br />4. Klotz Associates \vill gather design data as needed from other sources. <br />
