• • PAGE 6 <br />Motion to approve as presented made by Delbert Walker <br />Notion seconded: James Sitton <br />Ayes: 9 <br />Nays: 0 <br />FIRE CODE REVISION <br />Artic e - Division 2 - Sec. 3.1.18 was .presented and approved as follows: <br />ARTICLE 31 SPECIAL OCCUPANCIES <br />DIVISION 2 SCEIOOLS AND IDUCATIONAL INSTITUTIONS (EXCLUDING: COLLF~S. <br />UNIVERSITIES, ETC. <br />SEC. Dai y inspection required; general procedures for conducting fire <br />gills . <br />-~ The superintendent, principal, teacher, or person in charge of any <br />public, private or parochial school or any other educational institution shall <br />make a daily inspection of the school building and eliminate any violations of <br />the fire code of the City of La Porte he may discover, immediately. This duty <br />applies during the school term when the school building is occupied by students. <br />(b) The following general procedures shall be used in conducting fire <br />drills in public,private, parochial and other educatiana.l institutions: <br />(1) Drills shall be conducted without warning and should simulate <br />fire conditions. <br />(2) Drills should not be held during weather when the children going <br />outside without their wraps would be unnecessarily exposed to extreme <br />cold, rain or snow. <br />(3) School fire exit drills are an exercise in discipline, not speed, <br />though reasonable prompt emptying of the building is required. <br />(4) No rurming or horseplay shall be tolerated. Children should not <br />be permitted to stop to put an wraps. <br />(5) No teacher or student should be permitted to remain in the <br />building during a fire drill. <br />(6) The drill shall include a rollcall by classes outside the building <br />to make sure that no one is left behind. There shall also be a <br />routine for a complete check of the entire building, including toilet <br />roams, to make sure that no one is left behind. <br />(7) Close all doors to classrooms before leaving. <br />(8) All exits shall be used in drills, but routes should be varied <br />from drill to drill. Occasional drills should be held simulating <br />conditions when one exit cat~mot be used because it is blocked by fire <br />or smoke. All drills shall include provisions to sim.~late calling the <br />fire department. <br />(9) In a very small school (50 students or less) an elaborate fire <br />alarm system is not necessary. A manually operated whistle or bell is <br />sufficient if it can be clearly heard in all parts of the building and <br />is approved by the Fire Marshal. <br />(10) All schools (50 students or more) are required to have a fire <br />alarm system. Said alarm system shall be installed as per N.F.P.A. <br />standards. Fire alarms and fire warning systems protecting areas <br />requiring more than four (4) manual stations shall be provided with <br />zone indicating devices such as annunciator panels for non-coded <br />systems or tape registers for coded-type systems to indicate the zone <br />or area location of the fire as required by the Fire Marshal. <br />EXCEPTIONS: <br />(1) School occupancies of single story construction. Fire alarm systems of the <br />automatic type employing heat-actuated devices to initiate a warning signal shall be <br />provided with zone indicating devices, as required by the Fire P?arshal. All schools <br />shall use the same fire drill signal, (march-cadence-horn), to prevent delays and <br />confusion of students during fire drills. <br />
