n <br />PLANNING & <br />MEETING OF <br />PAGE 4 OF 5 <br />ZONING MINUTES <br />4-6-$9 ~~ <br />• <br />There is a high degree of non-conforming property use in this <br />subdivision, approximately 40~ is inconsistent with the temporary <br />"R-1" zoning presently assigned to this property. Applying the <br />same logic used in the Comprehensive Plan, a zoning classification <br />which would allow higher density development to encourage <br />redevelopment of the neighborhood may be in order. <br />Due to the fairly large amount of undeveloped "R-3" property <br />already located within the City, a classification of "R-2", Mid <br />Density Residential would appear appropriate for this area. This <br />zoning classification would extend to South Broadway and would <br />render the four commercial buildings in this area non-conforming. <br />The apartment/townhome complexes located on South Broadway flank <br />Bayside Drive, it is proposed to include these in a Mid to High <br />Density Land Use designation. There is one commercial building <br />and mobile home which would fall into this zoning district and be <br />rendered non-conforming. <br />Bayside Terrace is comprised of single family homes, a land use <br />designation of Low Density Residential with an overlaying zoning <br />® classification of "R-1" is proposed for this subdivision. It is <br />also proposed to include the Bay Oaks subdivision in the zoning <br />category. <br />A land use designation of Commercial with an overlying zoning <br />classification of N.C. is proposed for the property on South <br />Broadway (at Dwire and Bay Oaks Streets). <br />Mr. Albrecht said he wanted to remind the P & Z Commission that <br />staff has not completed their studies concerning the applications <br />submitted for mobile home parks within the newly annexed area. <br />There are a lot of legal questions that need to be asked, as well <br />as answered and responded to. This information will be supplied <br />to the Commission when completed. <br />AREA IV: Includes the Shady Oaks, Bay Colony subdivisions, a small <br />townhome project, one commercial multi-tenant office building, and <br />a tract of predominately undeveloped/agricultural acreage. <br />The Shady Oaks subdivision, except for the office building which <br />is located at the southern termination of South Broadway, conforms <br />to "R-1" zoning requirements. <br />The Bay Colony subdivision is comprised of single family homes <br />which basically comply with "R-1" zoning requirements. <br />A Low Density Residential land use designation is proposed for the <br />Shady Oaks and Bay Colony subdivisions. A zoning classification <br />of "R-1" is proposed to overlay this land use designation. <br />
