<br />Page 3 of 5 <br /> <br />A planting strip shall consist of evergreen ground- <br />cover, and shall be of sufficient width and density to <br />provide an effective screen. The planting strip shall <br />contain no structures or other use. Such planting <br />strip shall not be less than six feet (6') in height. <br />Earth mounding or berms may be used, but shall not be <br />used to achieve more than two feet (2') of the required <br />screen. <br /> <br />Standards <br /> <br />a. Width of planting strip - four feet (4'). <br /> <br />b. Type of planting - evergreen. <br /> <br />c. Size of plants - Minimal height of four (4') at time <br />of planting. Must reach a height <br />of six feet (6') within two (2) <br />years. <br /> <br />d. Planting density - Such that within two (2) years of <br />normal growth, a solid screen will <br />be formed to a height of at least <br />six feet (6') above adjacent grade. <br /> <br />The third condition states that the storage area must be <br />"grassed or surfaced to control dust." As indicated by Exhibit <br />B, the southern end of the block is unpaved. The current <br />surfacing appears to be gravel or shell and is partially covered <br />by grass. It must be determined whether this existing surface <br />satisfies ordinance conditions. As this site is surrounded by <br />streets, all sides of the proposed facility will require <br />screening (See Exhibit C). <br /> <br />The fourth condition requires that lighting be directed <br />inward onto the property and away from adjoining property and <br />rights-of-way. Although the applicant's proposal does not <br />indicate any yard lighting, there will almost certainly be some <br />form of security lighting on the property. <br /> <br />Some additional ordinance requirements which must be <br />observed are indicated on Exhibit C. They are as follows: <br /> <br />Section 10-609 requires <br />spaces for this type of use. <br />right-of-way as noted on the <br />on the applicant's property. <br /> <br />a minimum of four off-street parking <br />The spaces cannot be located on the <br />proposal but, must rather be located <br />
