CONSIDER FINAL PLAT APPROVAL FOR THE DENIM AND DIAMONDS <br />SUBDIVISION WHICH IS TO BE LOCATED ON NORTH "P" STREET. <br />SUBDIVISION IS TO BE PLATTED FROM A 3192 ACRE TRACT WHICH IS <br />COMPRISED OF LA PORTS OUTLOTS 374; 375; 366 AND PORTIONS OF LOTS <br />365 AND 376. <br />Mr. Harrington requested that this item be withdrawn from the agenda. A problem <br />surfaced regarding street cuts necessary for water and sewer to the subdivision. Plans <br />were trying to be worked out to place an easement across the front of the property <br />and use the old manholes and lines adjacent to the "P" Street right-of--way. Testing <br />of the lines was being performed. <br />IX. DISCUSS COMPREHENSIVE PLAN AND ZONING ISSUES RELATING TO: <br />A. ZONING CLASSIFICATION OF PROPERTIES LOCATED <br />BETWEEN BARBOURS CUT BOULEVARD AND EAST MAIN <br />STREET. <br />• Mr. Harrington reported that this item was referred to the Planning & <br />Zoning Commission by the zoning Board of Adjustment. The <br />applicant has requested the enlargement of a nonconforming use. To <br />grant approval of this request, the objectives established by the <br />Comprehensive Plan would have to be changed. To amend the plan, <br />two questions should be answered. <br />1. Have the conditions changed that would merit amending the <br />Plan? <br />Staff feels the answer is no. The need still exists to keep truck <br />traffic generated on Barbours Cut Blvd. <br />2. Will this change have a negative impact to the surrounding <br />area? <br />Staff feels the answer is yes. A change in zoning classification <br />would very likely increase truck traffic along Main Street and <br />would impact the residential areas to the north and northeast. <br />An Industrial Zoning classification would not only open the <br />• area for non-offensive mini-warehousing but would also allow <br />for other far more intrusive industrial uses. <br />
