PROPONENTS <br />District 5 Councilperson Charlie Young, of 214 Reynolds, <br />addressed the Commission. Mr. Young believes rezoning <br />will create a better mix in the area and will open <br />opportunities for businesses that are compatible with the <br />existing truck stop. <br />2. CONSIDER ZONE CHANGE REQUEST #R99-002, REQUESTED <br />FOR TRACT 13D, APPROXIMATELY 26.720 ACRES OF LAND <br />SITUATED IN THE ENOCH BRINSON LEAGUE, ABSTRACT NO. <br />5, ALONG STATE HIGHWAY 146, LA PORTE, TEXAS. THE <br />APPLICANT IS SEEKING A ZONE CHANGE FROM LIGHT <br />INDUSTRIAL (LI) TO HEAVY INDUSTRIAL (HI). <br />Staffs report presented by Masood Malik. <br />Doyle Toups, on behalf of Hwy. 146 & 225, L.P., has made <br />application for a change in zoning from LI to HI for 26.720 acres on <br />the north side of State Highways 146 and 225, more specifically <br />Tract 13D, Enoch Brinson League A-5. <br />Applicant intends to develop a trucking operation with tank truck <br />cleaning, truck maintenance, warehousing, distribution, and <br />container storage. Tank truck cleaning requires HI zoning. <br />Staff did not recommend approval of the request. <br />1. PROPONENTS <br />Doyle Toups, part owner of the property in question, stated <br />that a rezone was requested to accommodate tank truck <br />cleaning for Superior Carriers, a company under contract to <br />purchase the property. <br />
