Planning and Zoning Commission • <br />Minutes~of May 30, 2002 <br />Page 3 <br />Multi-family residential developments shall include perimeter fencing on all sides of the <br />development. <br />Access gates shall be set back from the street far enough to prevent traffic congestion <br />from vehicles traveling on the right-of--way adjacent to the access gates. A means of <br />access shall be provided for emergency vehicles, including Fire, EMS, Police and Utilities. <br />Open space/amenities <br />Open space for townhomes to quadraplexes and multi-family dwellings shall be <br />increased to 35% of the development. <br />Open space and amenities shall include a combination of trails, playgrounds (except in <br />the case of °seniors only" apartment complexes), clubhouse, and on-site detention. <br />Playgrounds shall be provided for in developments housing children. Playgrounds shall <br />not be located within the detention area. <br />Building Setbacks <br />Setbacks for duplexes shall be increased from 20-feet front, l0-feet rear, and 5-feet side to <br />25-feet front, 20-feet rear, and 20-feet side. <br />Setbacks for townhomes to quadraplexes shall be increased from 20-feet front, 10-feet <br />rear, and 5-feet side to 25-feet front, 20-feet rear, and 20-feet side. <br />Setbacks for multi-family developments shall remain the same. <br />An additional 25-foot buffer zone is required when apartment complexes are located <br />adjacent to single-family residential development, plus a 10-foot opaque screen. The 10- <br />foot opaque screen may be located within the setback adjacent to single-family <br />residential development.. <br />Miscellaneous <br />In the case of 90-degree angle parking, the maneuvering isle must be at least 28-feet. <br />Distance between the exterior of garages must be at least 28-feet. <br />All apartment complexes must have at least two points of entry. <br />All apartment complexes must have a designated area for school bus pickup and/or drop <br />off. This area shall be accessible with the correct driveway/road width for LPISD school <br />buses to maneuver. Developers of apartment complexes must obtain from the School <br />District, the standards that provide for school bus ingress-egress, and maneuvering <br />within the complex. <br />
