Discussion items included sidewalks, traffic <br />movement, and detention. <br /> <br />Motion by Nick Barrera to approve the preliminary plat for Green Crest Subdivision with <br />the following conditions: <br /> <br />· Construction drawings shall indicate off-site drainage improvements to ensure <br />proper drainage of the adjacent properties. <br />· The developer is responsible for installation of sidewalks along both sides of all <br />public streets within the subdivision and along east and west right-of-way line of <br />North ilL" Street towards the end of the subdivision line. The developer shall also <br />work with the City and La Porte Independent School District to provide sidewalks <br />from east of the subdivision to connect with the driveway at Lomax Junior High. <br />· Detention pond ownership and maintenance by the Homeowner's Association <br />shall be stated on the final plat. Language in the covenants and on the face of <br />the plat shall dedicate or transfer ownership of detention reserve to the <br />Homeowner's Association. <br /> <br />Second by Ralph Dorsett. OPEN PUBLIC HEARING TO CONSIDER REZONE REQUEST #R04-003 FOR 1.5 <br />ACRES OF LAND LOCATED IN THE 1600 BLOCK OF UNDERWOOD ROAD AT <br />-NORTH ilL" STREET, FURTHER DESCRIBED AS TRACT OUT OF LOT 411, LA <br />PORTE OUTLOTS, ABSTRACT NO.5, ENOCH BRINSON SURVEY, LA PORTE, <br />HARRIS COUNTY, TEXAS. THE APPLICANT, FOUR BEES JOINT VENTURE, <br />SEEKS TO REZONE THE PROPERTY FROM GENERAL COMMERCIAL (GC) TO <br />LOW DENSITY RESIDENTIAL (R-1) FOR SINGLE-FAMILY DEVELOPMENT TO BE <br />KNOWN AS GREEN CREST SUBDIVISION. <br /> <br />Chairperson Waters opened the public hearing at 6:10 P.M. <br /> <br />A. STAFF PRESENTATION <br /> <br />Mr. Sabo presented staffs report. The applicant seeks a rezone from General <br />Commercial to Low-DensitY Residential for single-family residential development <br />known as Green Crest Subdivision in the 1600 block of Underwood Road. <br /> <br />The City did not receive any responses from 13 mail-outs. <br /> <br />B. PROPONENTS <br /> <br />The applicant, Richard Can~ler with Civil Concepts, spoke in favor of the rezone, <br />citing it would serve as the highest and best use for the property. <br />
