PROPONENTS <br /> <br />The applicant, Lloyd Duncan, 1822 Gaucho, La Porte, addressed Commission <br />concerns and indicated a willingness to provide ample landscaping, adequate <br />detention, and downward lighting for the facility. <br /> <br />C. OPPONENTS <br /> <br />There were none. <br /> <br />Earl Shanks, 202 S." 3rd, La Porte, questioned whether or not Underwood Road could <br />hold additional drainage from new developments. Mr. Finan explained that on-site <br />detention is required. <br /> <br />VIII. CLOSE PUBLIC HEARING. <br /> <br />Chairperson Waters closed the public hearing at 6:50 P.M. <br /> <br />IX. CONSIDER RECOMMENDATION TO CITY COUNCIL REGARDING SPECIAL <br />CONDITIONAL USE PERMIT REQUEST #SCU04-004 FOR 4.00 ACRES OF LAND <br />LOCATED AT 2619 UNDERWOOD ROAD, FURTHER DESCRIBED AS TRACT OUT <br />OF LOT 10, BLOCK 2 OF THE W.J. PAYNE SUBDIVISION, LA PORTE, HARRIS <br />COUNTY, TEXAS. THE APPLICANTS, LLOYD & LINDA DUNCAN, SEEK A <br />SPECIAL CONDITIONAL USE PERMIT FOR DEVELOPING A MINI-STORAGE AND <br />WAREHOUSING FACILITY IN A GENERAL COMMERCIAL (GC) ZONE. <br /> <br />Chairperson Waters asked the Commission to consider, if approving, the conditions <br />outlined in staffs report, which she read. <br /> <br />Motion by Hal Lawler to recommend to City Council, denial of Special Conditional Use <br />Permit Request #SCUQ4-004 for 4.00 acres of land located at 2619 Underwood Road for <br />developing a mini-storage and warehousing facility. Second by Nick Barrera. The <br />motion carried. <br /> <br />Ayes: <br />Nays: <br />Abstain: <br /> <br />Lawler, Barrera, Finch, Berner, and Waters <br />Kaminski <br />Dorsett <br /> <br />X. OPEN PUBLIC HEARING TO CONSIDER ADDITIONAL REGULATIONS FOR THE <br />MAIN STREET DISTRICT, WHICH INCLUDES THE AREA ALONG MAIN STREET <br />FROM STATE HIGHWAY 146 TO APPROXIMATELY ONE BLOCK EAST OF <br />BROADWAY. <br /> <br />Chairperson Waters opened the public hearing at 6:56 P.M. <br /> <br />A.
