Staff Presentation <br />Staff's report was presented by Masood Malik, Cit~ Planner. The applicant, Troulon <br />Realty Ltd., and Oak Park, LLC. of 1400 North 10t Street, have requested a rezone <br />from Business Industrial (BI) to Planned Unit Development (PUD). The property is <br />located east of State Highway 146 frontage road (formerly 10thStreet), west of 8th <br />Street, north of "L" Street and south of Union Pacific. Staff recommended approval of <br />the rezone request with an understanding that any further development would require <br />a Special Conditional Use Permit. <br /> <br />B. Consider approval of a General Plan for the Preserve at Taylor Bayou. <br />Masood Malik presented staffs report. The preserve at Taylor Bayou is an ongoing project. The <br />property is located at the southeast corner of State Highway 146 and McCabe Road. Several <br />years ago the City approved a General Plan and a Special Conditional Use Permit for this project. <br />Previously the Commission granted two one-year extensions. The applicant requested a third <br />extension last year, which the Commission denied. The General Plan shows two phases with <br />nine sections. Phase one shows section five as an apartment complex; section one as a <br />townhome and section six is commercial retail. In Phase two, section two has single family <br />development, section four has single family patio home, section three is retention pond, section <br />eight is a nature preserve, and section nine is a roadway. <br /> <br />A review letter was sent to the project engineer on March 03, 2009, that outlined items to be <br />addressed. <br /> <br />No revised site plan was received. <br /> <br />Deborah Mason addressed the Commission. Ms. Mason gave a brief rundown of the project and <br />was confident they would be able to work with the City on the list of outstanding items. She <br />described the detention plans for the project. Ms. Mason responded to questions from the <br />Commission regarding drainage/detention, traffic study, entrances, and if the multifamily project <br />was subsidized. <br />
