PlanningandZoningCommissionRegularMeeting <br />September25,2014 <br />SCUP,CSTConvenienceStoreandGasStation <br />Stafffindsthatatotaloffour(4)separatepumpsareexcessiveforthissiteand <br />recommendsconsiderationofreducingoreliminatingthatnumber.TheCommission <br />couldrecommendaconditionbeaddedtothisSCUPtoreducethisnumber. <br />TrafficImpacts. <br />TheprojectislocatedalongHighway146andthesouthwestcornerofWhartonWeems <br />Boulevard.Highway146isaprimaryarterialandadesignatedtruckroute,while <br />th <br />WhartonWeemsiscategorizedasalocalarterialthatterminatesat16Streettothe <br />westandBroadwaytotheeast. <br />Duetothepotentialofincreasedvehicularandtrucktrafficattheintersection,staffis <br />recommendingsubmittalofatrafficstudyandappropriatemitigationasrequiredbythe <br />study.Thereportwillneedtodemonstrateminimalimpactoftheproposed <br />ontheintersection,especiallytotheportionofWhartonWeemsbetween <br />development <br />Highway146andBroadwaywhichisusedmorebyresidential/localtrafficpatternsas <br />opposedtotrucktraffic. <br />Althoughtheproposedsiteplanidentifiestwo50footwidecurbcutsalongHWY146, <br />theapplicantwouldneedtoreceiveapprovalbyTXDOTforanyaccesspointstothesite <br />alongHWY146.Additionally,accesstoWhartonWeemsrequiresapprovalfromHarris <br />County.Accesspointswouldalsoneedtocomplywithcityrequirementsforaccess <br />pointsandmaximumwidthsascalledoutintheZoningOrdinance.Theseitemswould <br />beverifiedatthetimestaffreviewsanapplicationforsitedevelopmentreview. <br />PublicUtilities. <br />Publicutilityfacilitiesandservicesaresufficienttohandletheproposeddevelopment.A <br />ЊЋͼwaterlineandЊЋͼsanitarysewerlinearebothavailablewithintheWharton <br />Weemsrightofway. <br />Drainage. <br />beenaccommodatedforthissiteaspartofthePort <br />Drainageisavailableandhas <br />CrossingBusinessParkregionaldrainageplan.Therehavebeendetentionpondssized <br />adequatelytodetaindrainageforthissiteandtherestofthePortCrossingBusiness <br />Park.Thisstormwaterdetentionfacilityhasbeendesignedinaccordancewithboththe <br />ĭźƷǤƭandI/C/5ƭspecifications. <br />Conclusion: <br />Basedontheanalysisabove,stafffindsthatifthePlanningandZoningCommission <br />desirestorecommendapprovaloftheproposedSpecialConditionalUsePermit,thena <br />numberofconditionsshouldbeconsideredintheapproval.TheproposedCST <br />conveniencestoreandgasstationisconsistentwithboththeĭźƷǤƭFutureLandUse <br />Plan,asadoptedintheComprehensivePlanandthePortCrossingGeneralPlan.The <br />applicanthasagreedtorestrictionstothesiteincludingrecordingadeedrestrictionthat <br />4 <br /> <br />
