PlanningandZoningCommissionRegularMeeting <br />July16,2015 <br />LegacyatLaPorteSCUP <br />BufferingofExistingResidential. <br />Althoughthesubjectsiteisnotlocatedimmediatelyadjacenttoresidentiallanduses, <br />theproximityofSummerWindsSubdivisiontothenorthwarrantsdiscussionof <br />potentialimpactstotheexistingresidents.Building#1asshownontheConceptualSite <br />Planislocatedapproximately130feetfromtherearpropertylineof118and114 <br />SummerWindsDrive.Thisdistanceincludestheexisting80footCaniffRoadrightof <br />wayand50feetonthesubjectpropertybeforethelocationofBuilding#1.Onethingto <br />noteisthattheapplicanthasagreedtolimittheheightofBuilding#1totwostoriesin <br />height.Theconceptualsiteplansubmittedbytheapplicantshowsacrosshatchwhere <br />thebuildingswillbethreestoryinheight.Thenearestthreestorybuildingwillbe <br />located267feetfromrear(south)propertylineoftheSummerWindsSubdivision.The <br />applicanthasprovidedavisualexhibitthatdemonstratesviewlinesfrombothproposed <br />Building#1andBuilding#3totheclosestsinglefamilyresidentialinsummerwinds.This <br />demonstratesthattherewillbeminimalimpactoftheproposedmultifamily <br />developmentbeingabletoseeintothebackyardswiththelandscapeimprovements <br />thatstaffisrecommendingasconditionsofapprovalofthisSCUPrequest. <br />Inordertoassurecompatibilityoftheproposeddevelopmentwiththesurrounding <br />neighborhoodandmitigatepotentialvisualimpacts,staffisrecommendinganumberof <br />landscapebufferimprovements. <br />1.OrnamentalTreesAlongCaniffRoad.Staffisrecommendingthattheapplicant <br />plantoneevergreenornamentaltreeper20linearfeetalongbothsidesofCaniff <br />Roadadjacenttotheirproperty.Thereasonforornamentaltreesasopposedto <br />shadetreesisduetoexistingoverheadpowerlinesonthesouthsideofCaniff <br />Road.ThespeciesoftreeselectedshallbeapprovedbytheCity.Overtime,this <br />canopywillprovidethefirstlevelofvisualbufferbetweenSummerWindsand <br />theproposeddevelopment.ItwillalsoprovideavisualstreetscapetoCaniff. <br />2.InternalLandscapeRequirements.Thesubjectdevelopmentwillberequiredto <br />complywithallapplicablelandscaperequirementsoutlinedintheĭźƷǤƭcode. <br />However,staffrecommendsacoupleofadditionallandscapeimprovementsbe <br />consideredasconditionsoftheSCUP.Firstofall,aminimum10footwide <br />landscapebuffershallbeprovidedalongthenorthpropertylineadjacentto <br />CaniffRoad.Thisbuffershallincludethe8foothighsolidwoodfenceproposed <br />bytheapplicantaswellasacombinationoftreesandshrubs.Theseplantings <br />shallbedesignedtocreateatwotierbufferofthebuildingfromthose <br />propertiestothenorthacrossCaniff.Second,theapplicantshallprovideshade <br />treesintheareabetweentheparkinganddriveaislesandthedetentionpond. <br />Thesetreesshouldbeplantedatamaximumseparationof30feetoncenter. <br />BuildingFaçadeMaterials. <br />IntheğƦƦƌźĭğƓƷƭdevelopmentsummary,theyrepresenttheuseofstone,stuccoand <br />cementitioussidingdesignedtoprovideacomfortableresidentialfeelandprovide <br />4 <br /> <br />
