Performance Metrics <br />Performance metrics are monitor the implementation progress and outcomes of a strategic <br />plan. Most should be checked every six months to one year to ensure projects are on track. <br />While accomplishing metrics on time should be an objective, strategies and tactics may be <br />adjusted to adapt to changes that either impede or accelerate the schedule. <br /> <br />We recommend the following metrics for the City of La PorteÔs economic development <br />initiative: <br /> <br />1.1 Develop a comprehensive master plan for greater downtown La Porte <br /> Metrics <br /> Master plan is completed on budget by Sept2010. <br /> <br />Master plan reflects development principles stated in the Strategic Plan <br /> <br />1.2 Prepare the city for retail development <br /> <br />Metric <br /> Acquire and aggregate land to create a retail site that is a minimum of 20 acres in size <br />by June 2010 <br /> <br />1.3 Ensure the City has appropriate tools to finance and incentivize quality <br /> economic development <br /> Metrics <br /> Adopt competitive incentives policy, that follows the guidelines set forth in this <br />Strategic Plan, by September 2009 <br /> Adopt incentives package(s) to support redevelopment of catalyst projects such as <br />Main Street, Sylvan Beach, and a retail center <br /> Cost-benefit analysis is conducted on each project prior to awarding incentives <br /> <br /> <br />2.1 Organize and Launch an external marketing campaign <br /> <br />2.1.1 Adopt a marketing plan based on the recommendations of this Plan <br />Metric <br /> Adopt a marketing plan by October 2009 <br /> <br /> <br />2.1.2 Brand and market the downtown district <br /> <br />Metrics <br /> The greater downtown district will have a single brand name by August 2009 <br /> <br />Marketing tools for the downtown district will be completed by January 2010 <br /> <br />All gateway, wayfinding, and street signs in the downtown district will reflect the new <br />name by July 2010 <br /> <br /> <br /> <br />6 <br />Forward La Porte Implementation Guide I 2009-2013 <br /> <br />
