12. Ensure NaviLine is placing a hold on release of building permits until site plan is <br />approved. <br />13. Automate the generation of the final site plan approval letter sent to the applicant. <br />14. Replace the manual "building permits release" form currently being sent to the <br />Inspections Division with the automated letter described above. <br />15. Develop a screening questionnaire to help applicants better prepare the application; <br />this can be reviewed and provided at the pre -development meeting. <br />i. Communicate to applicants the need for an address request to accompany or <br />precede a site plan application. <br />ii. Communicate to applicants that the proposed electric meter location is critical <br />for determining a proper address. <br />iii. Communicate to applicants the need for a utility verification request to <br />accompany or precede a site plan application. <br />16. Make available to applicants a sample of a good site plan application to use as a <br />reference in preparing their application. <br />17. Re-evaluate the site plan application form to ensure all requested information is <br />necessary; remove unnecessary or unused information to make submittal simpler for <br />the applicant. <br />D. Permitting Intake/Issuance <br />Findings <br />Customers perceive difficulty in timely receipt of consistent plan review comments and issuance of <br />permits. In some cases, customers also experience complications in obtaining access to status <br />information. Reducing redundant internal procedures will free up staff time for more meaningful <br />tasks and customer communications. Providing a process to streamline the issuance of more routine <br />permits to trade contractors would address several customer concerns. <br />Recommendations <br />1. Investigate and implement the ability to allow permit applications to be completed <br />and submitted electronically with payments made on-line, over -the -phone by credit <br />card, or with an escrow fund.
