Description of the Proposed Development <br />The proposed site is currently undeveloped land. The proposed development will <br />consist of a single building of 193,586 square feet, which will serve as a distribution <br />and/or warehouse facility. A small portion of the facility will serve as an office. The <br />timeline for completion of the development was assumed to start work in late 2016 <br />with completion and full occupancy in 2018 or sooner. <br />C. Selection of Analysis Periods <br />The selection of critical analysis periods was based on the proposed land use, typical <br />peak hours of operation for the travel center and peaking characteristics in the study <br />area. Because Fairmont Parkway, South 16 Street and further east, SH 146, <br />th <br />generally experiences the typical weekday morning and afternoon peak periods, <br />those critical weekday AM and PM peak hours were selected for analysis. To better <br />understand the peaking characteristics in the study area, the manual turning <br />movement counts and 24-hour counts were examined to determine the weekday <br />peak periods. This count data is discussed in more detail in section II.L, but the <br />weekday AM and PM peak hours were determined to be 6:45 A.M. to 7:45 A.M. and <br />4:45 P.M. to 5:45 P.M., respectively. Specific assumptions used for each peak period <br />are discussed in more detail in section III. <br />II. Existing Conditions <br />In order to obtain an understanding of the existing traffic conditions within the study <br />area, the current conditions near the site and within the study area were documented. <br />This section presents a thorough review of available data and existing conditions at <br />the site and includes discussion on site visits, area land uses, intersection layouts, <br />roadway features, and traffic counts. <br />A. Site Visits <br />Several site visits were made in February and March 2016 in advance of the <br />preparation of this report. During these site visits, traffic operations were observed <br />and noted, including the apparent efficiency of signalized intersection operations <br />(very good), unsignalized side street and driveway operations (no delays or queues <br />Page 3 <br />Voigt Associates, Inc.
