L' <br />• <br />CHAPTER 3 <br />APPOINTMENT <br />Section 1. Authority <br />• <br />Except as otherwise provided by Charter or Ordinance, the <br />appointing authority for all City positions shall be the City <br />Administrator. <br />Section 2. Basis <br />Appointments shall be made based on the qualifications of <br />applicants as ascertained through fair and practical selection <br />methods. <br />Section 3. Type <br />Appointments shall be designated either permanent full time, <br />temporary full time, permanent part time, or temporary part time <br />employees.• <br />• Definitions are as follows: <br />1. A permanent full time employee is a person who works <br />a regular 40 hour work week. <br />2. A temporary full time employee is a person who works a <br />40 hour work week for a predetermined length of time. <br />3. A permanent part time employee is a person who works <br />less than 40 hours a work week in a permanent position. <br />4. A temporary part time employee is a person who has a <br />seasonal position, regardless of number of hours worked <br />in a work week. <br />Only permanent full time employees shall be entitled to <br />receive benefits provided by the City. <br />Section 4. Emergency Temporary Appointments <br />Whenever an emergency exists which requires the services of <br />personnel who are not otherwise available, the City Administrator <br />may immediately appoint such personnel without regard to normal <br />. recruitment and selection requirements. <br />6 <br />
