<br />• <br />CHAPTER 9 <br />CONDUCT <br />Section 1. Attendance <br />• <br />Employees shall be at their places of work in accordance <br />with City and departmental policies and regulations. Department <br />heads shall establish work schedules and maintain daily employee <br />attendance records. <br />Section 2. Work Standards <br />It shall be the duty of each employee to maintain high <br />standards of cooperation, efficiency, and economy in his or her <br />work for the City. Department heads shall organize and direct <br />the work of their departments to achieve these objectives. <br />If the work habits, attitude, production, and/or personal <br />conduct of an employee fall below appropriate standards, super- <br />visors should point out the deficiencies at the time they are <br />observed. Counseling of the employee in sufficient time for <br />• improvement should ordinarily precede formal disciplinary action, <br />but nothing herein shall prevent immediate formal action, as pro- <br />vided elsewhere in these rules, whenever the interest of the <br />City requires. <br />Section 3. Political Activi <br />Except as may be otherwise provided by law, the following <br />restrictions on political activity shall apply to City employees: <br />a. City employees shall not use their positions for or <br />against any candidate for public office in any juris- <br />diction. <br />b. City employees shall not use working hours or City <br />property to solicit or receive any subscription, con- <br />tributions, or political service, or to circulate any <br />petition or campaign literature on behalf of any candi- <br />date for public office. <br />c. City employees shall not engage in any political activity, <br />with or without remuneration, that would constitute a <br />conflict of interest with their City employment. <br />• <br />21 <br />
