Fairmont Park East, S. preliminary Plat <br />6/18/98 - P & Z Meeting <br />Page 2 of 3 <br />Analysis: Staffwould note that Section 5.02 of the Development Ordinance empowers <br />the Commission to require pedestrian sidewalks when it feels their inclusion <br />will serve the public interest. Staffrecommends the inclusion of sidewalks <br />within the Fairmont Park East Subdivision. Responsibility for construction <br />of the walks should be specified by covenant as well as stated in writing on <br />the front of the final plat document for each section. <br />For general information purposes, staff has listed items below that need to be <br />addressed by the developer with the submittal of the final plat. <br />• A reference that the detention pond ownership and maintenance by the <br />Homeowner's Association shall be stated in writing on the final plat. <br />Language in the convenants and on the face of the plat shall <br />dedicateJtransfer ownership of the detention reserve to the Homeowners <br />Association. <br />• A reference that the developer is responsible for construction and <br />installation of sidewalks within the subdivision should be stated in <br />writing on the front of the final plat. (If sidewalks are required by the <br />Planning &Zoning Commission) <br />• A HL&P street light layout plan and letter stating costs from HL&P is <br />provided for review by the City. <br />• Payment for street lighting cost should be made to the City. <br />• Approval from the franchise utilities regarding the size and location of <br />the proposed utility easements are provided for City review and <br />approval. <br />• Payment to the City for street sign installation costs. Sign locations and <br />costs shall be determined by the City's Public Works Department. <br />• On Section VI, a payment of $14,350.00 is due the City in lieu of <br />parkland dedication. This figure is based on a $175.00 per dwelling unit <br />basis. The money will be placed in an escrow account and will only be <br />used for the acquisition or improvements of public park land or facilities <br />located in Park Zone 6, the zone in which Fairmont Park East is located. <br />• Subdivision covenants/deed restrictions for Section VI are provided to <br />the City for review and approval. <br />• Subdivision construction plan review is completed by the City and any <br />changes are made prior to the submittal of the final plat. <br />
