1. Review available data, studies, and plans regarding the existing transportation system and specific <br /> facilities /services, current and projected roadway and traffic conditions and improvement needs, and <br /> associated capital improvements programming, particularly for the City's major transportation <br /> corridors. <br /> 2. Review, critique, and recommend warranted adjustments to the City's Thoroughfare Plan, consistent <br /> with the future land use and growth plans. Then update, as necessary, the Thoroughfare Plan map to <br /> ensure that it adequately depicts the general alignments of rights -of -way for future and /or improved <br /> thoroughfares throughout the City, in coordination with that of the adjacent jurisdictions. <br /> 3. Review the subdivision regulations and recommend necessary amendments to the thoroughfare <br /> development standards and requirements (e.g., cross sections, access standards, subdivision design, <br /> etc.). In particular, evaluate the standards that govern neighborhood design with regard to street <br /> continuity, traffic calming, pedestrian systems, and other applicable needs. <br /> 4. Identify strategies and regulatory approaches to manage property access more effectively along <br /> major roadways, with a particular focus on preserving roadway capacity and enhancing safety along <br /> the primary roads that are intended to carry significant traffic volumes but also are attractive for land <br /> development and /or redevelopment activity. <br /> 5. Assess the recently created bus circulator services and offer observations and recommendations. <br /> 6. Provide strategies for continued expansion of a community -wide greenways and trail network to <br /> enhance connectivity between neighborhoods, parks, schools, public facilities, commercial areas, <br /> downtown, and other key destinations. <br /> Subtask 3.5, Economic Development <br /> This chapter will complement the City's Strategic Economic Development Plan. It is a new chapter of the <br /> Comprehensive Plan. <br /> This subtask will summarize in the context of the Comprehensive Plan the analysis, findings, and <br /> strategy recommendations of the City's recently completed Strategic Economic Development Plan. Of <br /> relevance to the Comprehensive Plan is the physical planning components that contribute to the City's <br /> ability and readiness to accommodate new investment or reinvestment. The integration of the plan <br /> summary will focus only on the means for supporting the City's economic development objectives in a <br /> manner that is consistent with the other policies and plan objectives. This effort will not include any <br /> primary data collection or analysis independent of the strategic plan. <br /> Subtask 3.6, Implementation <br /> This chapter will complement and update that of Chapter 13, Implementation. <br /> The Implementation subtask will utilize the recommendations of the preceding plan elements to <br /> consolidate an overall strategy for executing the plan, particularly for the highest - priority initiatives that <br /> will be first on the community's action agenda following plan adoption. <br /> Subtask activities will include: <br /> 1. In conjunction with the Land Use and Character task, conduct a cursory review of the existing <br /> development regulations, including the City's zoning and subdivision regulations, to identify <br /> amendments necessary to implement the plan and address gaps in the current regulations. <br /> Exhibit "A" - Scope of Services (02/25/11) Page 7 of 8 <br />
