0 <br />• <br />City Council Minutes 7-8-02 — Page 2 <br />Doug Ashley, of 12435 Boheme Drive, Houston, Texas (Sales Representative of EZ-GO <br />TEXTRON) addressed Council about the Golf Cart Bid. <br />6. Council considered adopting a resolution extending the moratorium on mid to high - <br />density residential development for an additional 60 days. <br />Assistant City Manager John Joerns presented summary and recommendation and <br />answered Council's questions. <br />City Attorney Knox Askins read: RESOLUTION 2002-30 — A RESOLUTION OF THE <br />CITY COUNCIL OF THE CITY OF LA PORTE, TEXAS, EXTENDING THE <br />MORATORIUM ON THE ACCEPTANCE FOR FILING AND THE ISSUANCE OF <br />BUILDING PERMITS AND ALL OTHER ZONING AND/OR DEVELOPMENT <br />PERMITS FOR NEW CONSTRUCTION IN THE MID AND HIGH -DENSITY <br />RESIDENTIAL ZONING DISTRICTS, ADOPTED FEBRUARY 11, 2002; <br />PROVIDING THAT SUCH EXTENSION SHALL EXPIRE AFTER SIXTY (60) DAYS <br />OR DISPOSITION OF ZONING CHANGE PROCEEDINGS WITH REGARD TO <br />SUCH DISTRICTS, WHICHEVER COMES FIRST; PROVIDING FOR SPECIAL <br />EXCEPTIONS IN THE EVENT OF HARDSHIP; AND PROVIDING AN EFFECTIVE <br />DATE. <br />Motion was made by Councilperson Young to approve this resolution as presented by Mr. <br />Joerns. Second by Councilperson Griffiths. The motion carried. <br />Ayes: Griffiths, Ebow, Mosteit, Meismer, Engelken, Warren, Malone, Beasley, and Young <br />Nays: None <br />Abstain: None <br />7. Council considered approving a resolution to ratify the challenge filed on Harris County <br />Appraisal District account number 006-117-000-0014. <br />Director of Finance Cynthia Alexander presented summary and recommendation and <br />answered Council's questions. <br />City Attorney Knox Askins read: RESOLUTION-2002-31 - HCAD 006-117-000-0014 — <br />HARRIS COUNTY APPRAISAL DISTRICT HAS GRANTED A RELIGIOUS <br />EXEMPTION ON PROPERTY LOCATED AT 1718 ROSCOE STREET, LA PORTE, <br />TEXAS. THIS AREA IS ZONED BY THE CITY OF LA PORTE AS 4-1 LOW <br />DENSITY RESIDENTIAL. A CHALLENGE WAS FILED WITH HARRIS COUNTY <br />APPRAISAL DISTRICT ON MAY 31, 2002 ON BEHALF OF THE CITY OF LA <br />PORTE TO CHALLENGE THEM GRANTING A RELIGIOUS EXEMPTION ON <br />PROPERTY THAT DOES NOT MEET ZONING REQUIREMENTS. THIS <br />CHALLENGE WAS REVIEWED AND RECOMMENDED BY THE CITY OF LA <br />PORTE' S AUDIT COMMITTEE ON JUNE 12, 2002. WE ARE NOW ASKING THAT <br />THE CITY COUNCIL RATIFY THIS CHALLENGE BY APPROVING RESOLUTION <br />2002-31. <br />Motion was made by Councilperson Beasley to approve this resolution as presented by Ms <br />Alexander. Second by Councilperson Ebow. The motion carried. <br />
