CIVIL DISORDERS - Occurs when relatively large scale <br />localized violence and law breaking begins. <br /> <br />ACTION: Law enforcement services will attempt to seal <br />off the area; requests outside assistance if <br />necessary; prepare to combat fires and looting; <br />informatidn relayed to the public mu~t be care- <br />fully screened for-effect before release. . <br />
